I've been hosting Watchtower stuff for YEARS, nearly half a decade now on several different servers here are two:

Not sure why Watchtower hasn't bothered me yet. Perhaps because I am an actual abuse survivor; perhaps because I don't accept donations for the sites (that's always best, accept donations privately if at all); I certainly don't have metatags in my sites anywhere (a real issue with the 'quotes' site) and I keep t sites quiet, I don't advertise it much or recommend it. Both sites come up on page two or three of search engines, so Watchtower knows they are there, most likely long ago.
If Watchtower leaves me alone, I'll leave them alone. I have no desire to 'bring Watchtower down' or to try and get people to leave the group. They both happen, or will happen,
There are plenty of copyrighted material on AJWRB has been for years. And on Freeminds.org. Maybe it has to do as well, with the relationship of the website admin and the host. I have contact with EzBoard (soon to be Yuku) and 20m.com from time to time and stay in touch with them, their attention has been brought to both my sites numerous times for various reasons.
Other than all those, I can't think of any reason Watchtower goes after some and not others. Maybe they go after lots of them all the time and we only hear about just these few.
